Testimony House Bill 1012 House Appropriations Committee January 19, 2005
Chairman Delzer and members of the Committee, I am Cheryl Bergian, Director of the North Dakota Human Rights Coalition. The Coalition includes a broad-based, statewide membership of individuals and organizations interested in the furtherance of human rights in North Dakota; the Coalition’s mission is to effect change so that all people in North Dakota enjoy full human rights.
We support the increased appropriation Home and Community Based Services in the Human Services budget. The cost effectiveness of Home and Community Based Services has been demonstrated, and increased appropriation is warranted. It also meets the strong preference of elderly and people with disabilities to live in their homes for as long as possible as their abilities decrease. And, it fulfills the mandate to provide services in the least restrictive environment for people with disabilities.
We ask for a do pass recommendation on House Bill 1012. I appreciate this opportunity to testify on behalf of the North Dakota Human Rights Coalition.
